The Competition

Malaysia Public Policy Competition (MPPC) is a case-based competition aimed at providing all Malaysian undergraduate students an opportunity to be a public policy maker in our beloved country. Disregarding where they are studying, locally or overseas, this competition is intended to give the students an idea of how policies are made in the real world, from conception to implementation.


Would you choose a policy that is correct for the country or one that the public is in favor of? Here at MPPC, we give all participants a chance to truly understand and attempt to tackle the common policy dilemma: in balancing “right” and “popular” policies.

MPPC 2012 promises to be an engaging and intellectually stimulating occasion in which you will be presented with the opportunity to articulate and advocate your ideas. With many top academics and highly qualified peers present, all participants will get the chance to understand and compare their stands in the policy-making framework.

Executive details of the Competition

Date: 7th to 9th of September 2012 (Friday to Sunday)

Time:
            Day 1: 8.00 AM to 7.30 PM
            Day 2: 7.30 AM to 7.00 PM
            Day 3: 7.30 AM to 11.00 PM

Team Prizes are as follows:

1st  Prize:          RM 4000 and certificates of achievement     
2nd Prize:           RM 2000 and certificates of achievement
3rd Prize:           RM 1200 and certificates of achievement
4th Prize:          RM 1000 and certificates of achievement

Debate side competition:  RM 600 and certificates of achievement

Participation awards: RM 300 for each team and certificates of achievement.


Coalition Formation and Quarter-Finals (Day 1 & 2)
24 teams (each team of 4) will lobby and form a coalition that consists of 2 teams of 4. The 12 newly-formed coalition (each consisting of 8 participants) will be required to work on a case study together. Each team will be given 25 minutes to present followed by 15 minutes of Q&A by the judges.
8 coalitions (16 teams) will be shortlisted for the Semi-Finals. The remaining 8 teams will be involved in a peer-judged debate competition. The debate will be held concurrently with the semi-finals in 4 different rooms.  The debate topic will be based on the second day’s seminars.

Semi-Finals and Finals (Day 3)
In the semi-finals, the coalitions will reform their original teams (16 teams of 4). The 16 teams will be required to work on a new case study as individual groups. The same format as quarter-finals will be used. However, each team will be given 20 minutes to present, followed by 15 minutes of Q&A by the judges.
4 teams will qualify for the Finals. The topic for the finals will be released. The 4 teams are given 3 hours to prepare for their final presentation. Teams will take turns to present and the sequence is determined by drawing lots. Each team will be given 20 minutes to present, followed by 15 minutes of Q&A by the judges.



During the course of the Residential Challenge, teams will be provided full accommodation, Wi-Fi, breakfast, lunch and dinner, courtesy of INTAN. Teams are required to remain on campus from the 7th to the 9th of September 2012.
